I don't know the type of application you are planing to implement, but here
are few suggestions:

For server side development:
 - reSIProcate (www.resiprocate.org)

For client side development:
 - Vovida SIPset (www.vovida.org)
 - eXoSIP (http://savannah.nongnu.org/projects/exosip) (take a look at Phone
API)
 - Sofia-SIP (sofia-sip.sourceforge.net)
 - reSIProcate also
