There is no need of icsf in this case.
It may go through icsf, if icsf is THIG enabled

In IMS when UA1 and UA2 are served by same S-CSCF(originating and terminating S-CSCF are same) whether an INVITE message passes through I-CSCF ????????????
UA1 registered to S-CSCF.
UA2 registered to S-CSCF.
