Hi Chandan,
In most of the cases the UA is doing registration itself and therefore
the To and From headers would be same (except tags). Lets assume a case
where there are number of SIP phones present in an organization and
multiple users accessing them. In that case there may be a local policy
that the SIP phone need not send (or not allowed to send) the REGISTER
message to the registrar, rather another server/administrator is sending
registration on behalf of the user. So in this case, From header would
contain address of the administrator who is resopnsible for sending
REGISTER message and To header would the the AOR being registered.
Please note that Contact header would contain IP/FQDN of the SIP phone
being registered.
