There is no restrictions in RTP packet length. for example , the frame length of gsm codec is 33, we can fill a rtp packet with 4 gsm frames (4*33=132 bytes).

How will u put  multiple audio frames in a RTP packet.. because whatever codec we r using that is fixed. is multiple bitrate codec available???

I think we can make ip bitrate slow substantially by put multiple audio frames in a RTP packet.

As far as my knowledge goes in VoIP the BITRATE depends on the Codec being used. And there are 2 terms commonly used "codec bitrate" and "IP bitrate". In traditional telephone line the code used is PCM, which has codec bitrate 64kbps but its IP bitrate or bandwidth is much more, 80kbps. Coded birate is bitrate without the IP header. 
The 2 most widely used codec in VoIP is G.729 which has a Codec B/W 8kbps but its IP B/W is 24kbps (10s payload) and the other is G.723.1, which again has 2 variations of codec bit rate 5.6kbps and 6.4kbps and their respective IP B/Ws' are 16.27kbps and 17.07kbps.
