[SIPForum-discussion] REGISTER without Contact

Hi,
If UA send a REGISTER request without a contact header , what should be the
response from Registrar?
If I am correct, RFC 3261 says that Registrar should return the list of
subscribed contact addresses.
but if this is the 1st request , in that case what should be the response?
