There is nothing in the standard which say you can't 3xx a REGISTER. But
there are not much compelling reason to do this, If a service has to
relocate the Registrar then it will update the DNS/SRV accordingly
rather than re-routing it using 3xx.

response is applicable to INVITE or it can be used with REGISTER
