yes, exact solution is the changing the phone but Andrew I think he uses the PSTN so may be its better to change gateway(if its available :) like audiocodes or sth like that) but its possiblity is less than POTS client's possibility,
may be the electronical arhitecture of PSTN is broken (like closed-circuit for 8 and 0 some times ).

by the way does it matter to use Avaya or not for this solution :)
