[SIPForum-discussion] Will REGISTER request create Dialog

Hi friends,


In SIP ref 3261 section "10.2 Constructing the REGISTER Request" tells
REGISTER request doesn't create Dialog. But,

While refreshing Registration it is required to use same
CALL-ID,to-tag,from-tag which i used while binding UA for the first
time.
 same CALL-ID,to-tag,from-tag  implies we are sending request with in
a DIALOG   . So, can i conclude REGISTER message creates Dialog?
