No, a second offer cannot be sent in the 200OK. Only one offer/answer
exchange is permitted per transaction. The UAS should send the 200-OK either
w/o SDP or the same SDP as the 18x. Then is can send an UPDATE or a reINVITE
to propose a new offer.
