Are you asking "Can SIP control a T1?" or are you asking "How can I send / receive a VoIP call using SIP and RTP that terminates / originates on a T1?"

 

If the latter, yes, there are tons of products that do that. They are called "SIP Gateways."

 

If the former, sort-of. One can construct SDP to represent T1 signaling. No one has done that, though, as it doesn't really make much sense.
