I think you are getting confused between "To header field" & "To Tag"

e.g. - To heder field in a sip message is below
 To: <sip:12 at 200.100.50.11>;tag=0000-0013-3E89E690

To tag is the later part after the semi coclon in above "To header field"
that is - tag=0000-0013-3E89E690

8.1.1 - talks abt "To header field"
8.1.1.2 - talks abt "To tag"

so the out of dialog e.g.  first invite sent will have To header field
without To TAG
whereas further SIP messages which are in the dialog 100, 180, 200 ....etc
MUST contain To tag in thier To header fields.

In section 8.1.1.2 in RFC 3261 we find the following:

"A UAC may learn how to populate the To header field for a particular
request in a number of
ways........................................................
.......................................The RHS will frequently be the
home domain of the requestor, which allows for the home domain to
process the outgoing request. This is useful for features like
"speed dial" that require interpretation of the user part in the home
domain.

Question: How could the RHS be the same as the home domain of the requestor?

"A request outside of a dialog MUST NOT contain a To tag; the tag in
the To field of a request identifies the peer of the dialog. Since
no dialog is established, no tag is present."

In section 8.1.1, we find the following:

"A valid SIP request formulated by a UAC MUST, at a minimum, contain
the following header fields: To, From, CSeq, Call-ID, Max-Forwards,
and Via; all of these header fields are mandatory in all SIP
requests."

"Examples of requests sent outside of a dialog include an INVITE to
establish a session (Section 13) and an OPTIONS to query for
capabilities (Section 11)."

Question: Do the quotes from section 8.1.1 contradict the quote from 8.1.1.2
above?
