Spotlight on the Transition to All IP at BRANDED CALLING SUMMIT 2026
The second day of the SUMMIT - Wednesday, May 20th - will be dedicated to the transition to a national All IP network infrastructure due to its foundational impact on the reliable delivery of branded calling and a host of other communications services and applications.
Coverage of the transition to All IP will include the following sessions:

Special FCC Keynote Focused on the Advancing IP Interconnection Notice of Proposed Rulemaking. Featuring Erik Beith, Attorney Advisor in the Competition Policy Division of the FCC’s Wireline Competition Bureau. This special keynote will focus on the FCC’s October 2025 Advancing IP Interconnection Notice of Proposed Rulemaking. Mr. Beith has worked extensively on robocall policy and implementation, including the Call Authentication Trust Anchor and Robocall Mitigation Database proceedings, and most recently on the Commission’s efforts to advance IP interconnection.

Modernizing the Network: A Policy and Legal Roadmap to Universal IP Voice Interconnection.
Moderated by Diana Eisner, Vice President, Regulatory & Legal Affairs, at USTelecom – The Broadband Association. Panelists include Tim Boucher, Assistant General Counsel at Lumen; Brian Benison, AVP – Federal Relations, at AT&T Services, Inc.; and Randy Clarke, Associate General Counsel, at Verizon. This session explores a regulatory policy and legal framework recently proposed by USTelecom to modernize the nation’s voice infrastructure by enabling a transition from legacy TDM to universal IP-based traffic exchange. The discussion will also touch on how current TDM-based regulations are hampering this effort and the FCC’s recently launched notice of proposed rulemaking proceeding re: IP Interconnection. It will focus on key components of the USTelecom proposal.

Introduction to a New IP Interconnection Standard: An Approach for Allies.
Panelists include Martin Dolly, AT&T Lead Member of Technical Staff – Government & Services Standards, Co-Chair of the SIP Forum/ATIS IP-NNI Task Force, and a SIP Forum Director; Philip Linse, Director of Public Policy at Lumen, and a SIP Forum Director; and Matt Nickols, Associate Fellow at Verizon. This session explores the new Agreement-Less IP Interconnection over the Internet (ALIII), also known as the "Allies" Standard. Discover how this approach, recently introduced to the ATIS/SIP Forum IP-NNI Task Force, is paving the way for seamless IP voice communication between service providers—without the need for one-on-one negotiated arrangements. Gain valuable insights into the document’s development, key technical highlights, industry-wide implications, and how this standard will transform routing across the telecommunications landscape.
